As per Circular No. 20 of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Printing and Issuing Shangh Municipal People’s Government's Proposal for Institutional Reform and Functional Transformation TZ 2014 No. 20, the Shangh Municipal Finance Bureau was established as a department under the jurisdiction of Shangh Municipal People's Government.
The primary responsibilities are as follows:
Ensuring compliance with financial laws, regulations, rules, guidelines, policies, and local regulations in accordance with the unique circumstances of the city. This includes developing local taxation laws, rules, implementation measures, and proposals for adjustments to existing tax policies based on research.
Formulating strategies, plans, policies, and reform schemes related to finance, financial management, accounting administration, and other relevant areas. Participate in macroeconomic analysis and forecasting, contributing to the formulation of macroeconomic policies. Continuously improve governmental budget management systems including public financial budgets, government fund budgets, state-owned capital management budgets, social security fund budgets, departmental budgets reform, update expiture standards, mid-term fiscal planning, carryover budget mechanisms, providing recommations for policy adjustments and financial resource balance. Formulate and implement financial allocation policies between municipal and districtcounty governments and between the government and enterprises.
Managing government revenues and expitures, as well as government funds. Preparing annual financial budgets, reporting to the Shangh Municipal People's Congress on their execution, presenting final accounts before the Standing Committee of the Shangh Municipal People's Congress on behalf of the government. Implementing budget expiture standards for all departments, approving annual budgets and final accounts, allocating budget funds in an accurate manner, managing transfers from municipal level to districtcounty levels. Establish a system of performance management for financial resources, implementing a robust mechanism with accountability measures.
Managing non-tax revenues and government funds within the municipality; regulating administrative charges according to their respective authorities. Reviewing and approving lottery sales schemes, overseeing lottery funds under relevant regulations.
Developing treasury administration systems, including single account systems. Allocating, managing financial resources, conducting general budget accounting audits, overseeing treasury cash management, issuing local government bonds, ensuring timely repayment of principal and interest, establishing an accrual basis comprehensive financial reporting system, monitoring the implementation of procurement procedures for public services, oversight of government agencies' finance management, accounting systems, bank accounts, and control measures for public service vehicle procurement.
Formulating administrative rules related to state-owned assets SOAs in government organs and public institutions and managing these SOAs according to applicable provisions. Establishing and implementing a system for the use of public service vehicles by Party and government bodies.
Participating in industrial policy formulation, including infrastructure investment policies, income distribution, pricing regulations, economy and trade strategies, foreign exchange management, science and technology development, education, culture, housing, healthcare, social security reforms. Managing social security expitures from local government revenues and collaborating with other departments to develop financial management systems for social security funds.
Overseeing municipal-level financial expiture on economic development projects; ensuring compliance with rules and regulations in capital construction finance management processes. Implementing performance evaluation measures of fiscal expitures within the city, managing comprehensive agricultural development initiatives.
Managing non-trade foreign exchange receipts and payments related to government agencies, public institutions, and budget-funded non-governmental organizations. Supervising knowledge cooperation and loan projects between Shangh and foreign governments or international financial organizations including the World Bank, along with associated financial operations.
Implementing national regulations on domestic debt management, formulating measures for municipal and districtcounty government debt administration policies. Establishing mechanisms for early debt risk warning, debt financing management, ensuring compliance with basic administrative laws governing domestic debt management practices.
Managing non-financial foreign exchange transactions related to government agencies, public institutions, and budget-funded non-governmental organizations.
Overseeing accounting practices to ensure implementation of a national unified accounting system, reviewing and approving the establishment of accounting firms and asset apprsal institutions adhering to regulations. Monitoring certified public accountant and certified public apprser professional practices.
Monitoring tax policies' implementation and compliance with laws, regulations, ensuring budget preparation and execution processes are properly executed.
Overseeing administrative review applications and responding to administrative proceedings.
Fulfilling any additional tasks assigned by the Shangh Municipal People's Government.
