Efficient management and responsible governance of these entities are essential for boosting competitiveness, ensuring economic resilience, fostering sustnable development, and driving low-carbon transitions.
The OECD Guidelines on Corporate Governance of State-Owned Enterprises provide a benchmark framework that ds governments in managing their SOEs effectively. These guidelines emphasize the importance of accountability, transparency, and integrity to minimize risks associated with corruption and undue influence.
Current Context:
Across jurisdictions, state ownership varies significantly; while 25 of listed companies globally are owned by the public sector, accounting for over $11.6 trillion in market capitalization in 2023, this percentage fluctuates widely. In OECD countries, the figure stands at just under 2, whereas it climbs to around 16 in Latin America and Asia, reaching up to half or more in certn markets.
Appointment of Elected Politicians:
In about one-quarter of jurisdictions, elected politicians are not explicitly prohibited from serving on SOE boards. While legislation may lack explicit prohibitions, their appointment is often uncommon practice. Civil servants are typically permitted by law to serve as directors.
Greenhouse Gas Intensive Industries:
SOEs operate in sectors that are critical for the global low-carbon transition. Over half of Fortune Global 500 SOEs are found in industries with high greenhouse gas intensity like oil refining, utilities, engineering and construction, energy, and metals.
