Pennsylvania's New Comprehensive Economic Development Strategy for Inclusive Growth and Innovation

Governor Josh Shapiro of Pennsylvania has announced an innovative plan for developing a comprehensive statewide economic development strategy, which will be the first since nearly two decades ago. This new initiative position Pennsylvania as a national leader in innovation and job creation, providing an opportunity for inclusive growth across the state.

As part of this commitment to economic competitiveness, Governor Shapiro initiated the development process with Department of Community and Economic Development DCED Secretary Rick Siger leading the effort. This process will include listening sessions held throughout the Commonwealth over the coming weeks, ming to gather feedback from business leaders and economic development professionals in every region.

The strategy will address key areas including government predictability for businesses, asset utilization for communities, and a collaborative approach involving government at all levels with private sector input. Some of its primary objectives are:

1 Government Agility: Implementing reforms that allow the government to operate as efficiently as businesses do, ensuring policies support rapid market entry.

2 Asset Leverage: Harnessing Pennsylvania's assets like talent pools, educational institutions, and industry clusters for competitive advantage.

3 Inclusive Growth: Prioritizing strategies that promote economic opportunities across diverse communities.

Spearheaded by Chief Transformation Officer Ben Kirshner, this plan emphasizes the need to compete in today's economy while positioning the state for future challenges. Seth Bray, CEO of Pennr, expressed his organization's excitement at being part of a step forward for small-to-medium businesses like theirs and a more stable economic climate across Pennsylvania.

The Commonwealth will work with Team Pennsylvania Foundation, which will facilitate stakeholder engagement from diverse sectors including unions, academia, industry leaders, and community organizations. Angela Ferritto, President of the Pennsylvania AFL-CIO, prsed Governor Shapiro's commitment to inclusive growth strategies that address workforce needs and improve living standards for Pennsylvanians.

Kevin Schreiber, President CEO of the York County Economic Alliance, highlighted how this comprehensive plan can empower communities across the state with new opportunities. The bipartisan budget presented by Governor Shapiro in 2023-24 supports job creation initiatives, reduces regulatory barriers for businesses and invests in manufacturing innovation to make Pennsylvania globally competitive.
